On GeM there are several issues apart from mentioned in article.
Pre-defined categories are forced on buyers and sellers even when specifications are different. To safeguard GeM, they are taking undertaking from buyers that pre-defined categories are correct even when they rarely match. The support system is pathetic for buyers as well as sellers.
Vendor assessment is another pain area as it is outsourced to RITES which is corrupt beyond comparison. Pay money to get things done, documents or no documents.
Then there are transaction charges which were never associated with any online portal. Sellers add it to products or services cost which ultimately needs to be paid by buyer or effectively govt itself.
one thing I'm curious about does gem actually make MSMEs more competitive in the long run or does it mainly give them access to a much larger buyer? Because if a significant part of their growth becomes dependent on government procurement, could that eventually create a different kind of dependency?
Thanks for the chart on vehicle registrations. Would be nice to have granular data about vehicle registrations based on type, value and number per person. Perhaps, it may explain the differences?

Thanks for keeping only one stories. To be honest, i didn't understand that much, felt like it is mixed and the reason could be that the topic was new for me. If you could make it section wise summary of past, objective, what went bad and good and what is currently happening, might could have helped in better understanding.
I can confidently say that what ever is done regarding e procurement, till the activity results in some sort of break in with regard to cash flows all costs will be accounted towards public funds,naturally some part of the related activities do not contribute towards positive cash flows,except those activities all other work done will be sold at throw away prices to vested interests like donors of electoral bonds ,justifying logic will be government need not be present in markets where ever private parties are ready with capital.
Obviously 99 percent of MSME stake holders who have registered and using the e procurement project are not going to get any benefit.
Everything is fair in markets.
