It started strategically investing in the African continent more than 30 years ago, its next stop was the former republics of the Soviet Union, next stop Latin America, and so on, and now it has all the resources to win the AI race and any other industry that emerges in the near future.
True, but actually, much of Chinese outward FDI is being now being driven by Chinese private actors themselves without the need for state direction. In some cases, that might even clash with what the Chinese state might want (because they wouldn't want their tech to fall into others' hands).
